Fees are set at the journal level. No PenScholar journal currently has a published submission fee or Article Processing Charge. Once a journal’s fee model is finalized, it will be stated clearly on that journal’s page — whether that means no charge, a specific Article Processing Charge, or another arrangement.

Submission Fee vs. Article Processing Charge

A submission fee, where one exists, is charged when a manuscript is submitted, regardless of the eventual editorial decision. An Article Processing Charge (APC), where one exists, applies only to manuscripts that are accepted for publication.

Payment Timing

Depending on the model a journal adopts, a charge may become payable at submission, after acceptance, before publication, or after publication — or no fee may apply at all. The applicable timing is confirmed on each journal’s page.

Fees Do Not Determine Editorial Decisions

Manuscripts are evaluated through the journal’s editorial and peer review process. Payment is never a substitute for peer review, and acceptance is based on scholarly and editorial criteria — not on an author’s ability or willingness to pay.

What a Publication Charge Covers

Where an Article Processing Charge applies, it may cover costs such as editorial production, copyediting, typesetting, online publication, metadata preparation, DOI registration, and digital hosting and preservation.

What an APC Does Not Mean

An Article Processing Charge does not guarantee acceptance, does not replace peer review, does not determine editorial quality, and does not guarantee indexing in any external service.
